Organizational structure and program management:

Safeguarding impartiality:

The Green Builder® Coalition operates using personnel with the authority, training, experience, and resources to determine compliance with certification requirements.  Personnel supplying Program services must demonstrate the use of quality control procedures to ensure the reliability of the services.  The Green Builder® Coalition uses audits to verify continued compliance of inspection companies. The results of audits are documented, and if nonconformances are identified, personnel are assigned to resolve those nonconformances.

Specific Green Builder® Coalition programs can enlist the help of technical/advisory committees to continue shaping programs and give oversight. For example, an advisory committee gives advice and oversight about the direction the Program could follow regarding statutes and other requirements such as WaterSense® for Homes program extensions and updating the Program’s offerings.  Committee member participation is essential to maintaining statutory requirements to keep above code programs aligned with codes, reduce duplicative enforcement, and streamline processes for better built environment for all program participants.

Advisory committees generally meet virtually four times annually but may meet more often or less as needs arise. There may also be follow-up questions and discussions by email. Because of the matters to be discussed, members may need to sign a confidentiality agreement.

Financial inducements are avoided by performing inspection and audit services through separate personnel, a Code of Ethics, and maintaining a reporting system to receive any reports of undue influence, keeping management and personnel free from any undue internal and external pressures that may affect their work.

The Green Builder® Coalition operates to ensure protection of clients’ confidential information and proprietary rights, including protecting the electronic transmission of results. The Green Builder® Coalition avoids involvement in any activities that diminish confidence in its competence, impartiality, judgment, or operational integrity.

The Green Builder® Coalition management ensures adequate supervision through direct oversight, contractual terms and conditions, certification reviews, and use of audits.

The Executive Officer of The Green Builder® Coalition always maintains ultimate responsibility and authority for certifications and the certification system.
